‘Guv’ment Cash Froze Over Audit Fears

In a decisive move aimed at addressing deep-rooted issues of financial mismanagement, Finance Minister Dr. Cassiel Ato Forson has halted all government arrears payments exceeding GH¢67 billion pending rigorous audits—a stance underscoring a commitment to fiscal prudence amidst mounting pressures for accountability.
Minister Ato Forson’s unwavering directive signifies a departure from the past, where political expediency often superseded financial oversight. Emphasizing the imperative of thorough scrutiny, he has mandated a comprehensive audit of every outstanding claim, insisting on adherence to due process.
At a recent high-level meeting with Chief Directors representing various Ministries, Departments, and Agencies (MDAs), Dr. Ato Forson underscored the necessity for diligent governance practices. The substantial sum owed across 23 ministries encapsulates not just a financial burden but a testament to systemic inefficiencies, obscured contractual dealings, and inadequate governance mechanisms.
The Finance Minister is resolute in his pledge to withhold payments until the complete audit process is finalized, in accordance with his commitment to Parliament. To ensure the expeditious and exhaustive conduct of audits, all Chief Directors have been directed to actively support the Auditor-General’s office, facilitating unrestricted access for a comprehensive review.
This move signifies more than bureaucratic formality—it signals a pivotal intervention addressing ingrained issues of malpractice and oversight failure within the public sector. Contractors, service providers, and suppliers awaiting delayed payments face heightened scrutiny, with no disbursements authorized without explicit approval from the Auditor-General.
By extending the scope of audits beyond mere financial verification to scrutinize the legality of accumulated obligations, Minister Ato Forson aims to unearth hidden discrepancies and fortify financial accountability. Against the backdrop of historical financial leakages and systematic shortcomings, this resolute approach may herald a transformative shift towards restoring public faith in governance.
As Ghana navigates complex economic challenges, the imperative of prudent financial management is elevated to a moral obligation. Minister Ato Forson’s unwavering stance serves as a beacon of integrity and steadfastness amidst a landscape marred by profligacy and opacity, signaling a definitive commitment to revitalizing the ethos of responsible stewardship and public trust.
