The University of Cape Coast (UCC) is facing a governance crisis as conflicting interpretations of the 1992 Constitution and the university’s Statute have sparked controversy.
The recent appointments of a registrar and Director of HR have exposed a web of irregularities within the institution.
It has come to light that the Vice Chancellor appointed individuals to key positions, including Provosts, Deans, and Heads of Departments, who do not meet the requisite tenure requirements.
Some appointees were even given terms that extend beyond their retirement dates, with others transitioning between roles across different colleges despite being professors or senior lecturers.
During an Appointments and Promotions Board meeting chaired by the Vice Chancellor, certain applicants were denied interview opportunities due to insufficient tenure, while others with similar circumstances were appointed, leading to allegations of favoritism and inconsistent practices resembling a “university animal farm.”
Moreover, the Ghana Tertiary Education Commission (GTEC) has raised concerns over the appointment of a new registrar.
The Commission criticized the Governing Council for directing the Vice Chancellor to make the appointment against the university’s Statute, further complicating the governance crisis.
Accusations of political influence, interference from government representatives on the council, and alleged corruption in contracts have further tarnished the university’s reputation.
Calls for a forensic audit of appointments, urgent action on superannuation payments, and increased oversight from the Auditor General have intensified.
Amidst these challenges, the Convocation representatives, faculty, and students appear ineffective in addressing the issues, highlighting systemic failures within the UCC administration.
The letter from GTEC underscores the importance of upholding legal frameworks and democratic processes in university governance.
As the university grapples with these governance issues, crucial decisions regarding leadership appointments and regulatory compliance will be pivotal in restoring transparency and accountability within the UCC community.
