In a strategic gathering with key stakeholders in the upstream sector, National Democratic Congress (NDC) presidential candidate John Dramani Mahama has made significant pledges to revitalize the Tema Oil Refinery (TOR) through innovative public-private partnerships.
Mahama, a former president of Ghana, emphasized the imperative need for TOR to receive undivided attention to ensure operational efficiency and profitability in the future.
He proposed a collaborative effort between the public and private sectors to breathe new life into the once-thriving refinery, marking a potential turning point in the facility’s trajectory.
Addressing the challenges faced by TOR due to its status as a government-owned entity, Mahama underscored the importance of private sector involvement in rejuvenating the refinery.

“I emphasized my commitment to revamping the Tema Oil Refinery (TOR) through a joint public-private partnership if elected as president.
Our problems with running the refinery stem from it being a state-owned enterprise, and I am open to a private partnership in revitalizing TOR,” Mr. Mahama stated, outlining his strategic vision for TOR’s resurgence.
Furthermore, Mahama highlighted the urgent need for targeted interventions and transparent processes to facilitate private sector engagement, stressing that collaboration with industry players is essential for TOR’s successful revival and sustainable operation.
“I believe the refinery needs significant attention, and a transparent process for private participation is crucial in bringing the refinery back into operation and running it efficiently. I am dedicated to building the Ghana we all want, and that includes
addressing the challenges and opportunities in the downstream petroleum sector,” Mahama affirmed, reaffirming his unwavering commitment to fostering a robust petroleum industry.
The dialogue with diverse stakeholders, including the Association of Oil Marketing Companies, Chamber of Bulk Oil Distribution, Tanker Drivers Union, and other key players, centered on critical issues facing the petroleum sector and charting a coordinated path forward.
