Employment Ministry Sets Up Committee To Review Single Spine

The Ministry of Employment and Labor Relations is reviewing the comatose Single Spine Salary Structure.

A nine-member committee charged with the task was inaugurated on 26th April 2022 by the Minister for Employment and Labour Relations, Mr. Ignatius Baffour Awuah.

The committee is to submit a report within three (3) months for consideration by the National Tripartite Committee (NTC).

The Committee’s terms of reference are to assess the extent to which the policy has achieved its objectives and identify the key challenges in its implementation including linking performance to pay, market premium and administration of salary differentials in the public sector.

The Committee was also tasked to make proposals on the policy, estimate its cost implications, advise Government on the implementation of the recommendations and consider any other matter consequential to the subject.

The review will among others consider productivity, comparative salary standards in the private sector, and international salary standards as a guide to ensure uniformity in public sector pay.

The review of the more than a decade policy has been occasioned by labour unrest mostly from health and education sector workers over pay disparities in the public services.

Chaired by Dr. Alhassan Iddrisu of the Ministry of Finance, the Committee has Mr. Benjamin Arthur, Chief Executive Officer of Fair Wages and Salaries Commission, and Ms Gloria Bortele Noi as Government representatives with Mr. Kingsley Laar, Mr. Isaac Sackey and Ms. Della Agbelie from GEA, and Mr. Benjamin Kobina Osei, Dr. Kwabena Nyarko Otoo and Mr. Daniel Amamoo representing organized labour.
